Dropbox uploads are not resumed

Describe the bug
Dropbox uploads are not resumed

To Reproduce

1. Start uploading a large file to dropbox
2. Click Stop
3. Click Resume
4. The upload starts from the beginning

Expected behavior
The upload should start from where it left off

Desktop:

• OS: Windows 10
• OS build: 19045.5487
• Cyberduck Version: 9.1.3

Additional context
I don't care that much about hitting the stop button. I do care about network drops, or power outages, and want to resume from that.

Resuming uploads to Dropbox is not currently supported but the API would allow this if we persist the upload session_id.
