Add more missing s3 regions on Cyberduck

Cyberduck to add support for the AWS S3 Taiwan region. This likely involves updating their client software to recognize and allow connections to the new AWS endpoint for Taiwan.
Storadera to enable selection of its Finland region for S3 service bookmarks in Cyberduck. This would be an update on Storadera's user interface or API to expose the new region for user configuration.
