On windows git sometimes fails because of dvc

I see 2 strange behaviors:
1. When I switch between a branch without dvc and one with the .dcv/.gitignore file gets in the way of switching (because it is automatically created by the dvc add-on?)
2. When rebasing git sometimes fails because it cannot rename the index lock file.
