Unwanted notification popups

Steps to reproduce the bug

1. Enable live network speed notification.
2. Do resource heavy stuff on phone, like web browsing.
3. Network speed notification stops and starts again, which is fine but ...
4. ... when it restarts, it creates a popup that covers the top part of the screen.

Expected behavior

Live network speed notification should just silently restart instead of repeatedly creating popups, because it's sufficient to see the network speed from the status bar icon.

Actual behavior

There's an annoying popup at random intervals (or, evertime the OOM daemon kills the network speed notification and it restarts).
