[BUG] Issues I previously committed don't appear until a create a new one

• I have looked at the documentation for the app, and I still believe there is an issue.

Describe the issue

When I start the editor, issues in ~/.config/ITU Operational Bulletin Editor/ituob-data/issues don't appear in the main screen until I create a new issue.

When does it happen?

Steps to reproduce the problem:

1. I start the editor.
2. The main screen reads No OB editions found.
   
3. I select a date in the calendar, edit the Edition no., hit Commit.
4. All the previous issues finally appear.
   

Note that I didn't push any one of these issues to a remote git repository, they're all still local.

Expected behavior

To see all previous issues as soon as I start the editor.
