New Minecraft update

Thanks, while it solved the same issue the OP was having, this is somewhat unusual, as normally newer updates are pushed to the LATEST container version, and my watchtower takes care of updates from my side. This build-it update system is unusual.

@boredsysadmin I understand it's not working as you're expecting via Watchtower; however, this image just won't work that way. The bedrock server software is not included in the image since that would violate legal requirements from Mojang/Microsoft. As such the image build lifecycle is fully independent of the bedrock release lifecycle.

You will need to incorporate some external mechanism to watch for bedrock releases and trigger a restart in Watchtower, etc.

The mechanism you're describing here relates to updates to the container image, i.e. itzg/docker-minecraft-bedrock-server. OP was asking about the version of Bedrock running within the container, where triggering a download of the latest server version takes place on re-starting the server.

From my standpoint (as end-user of this server), users of my server complained that the version running on my server is too old and needs to be updated. I assumed that the Bedrock version running is directly related to the version of the container (I now know that's not the case here). The version of the container wasn't updated, thus the bedrock server wasn't updated (before the MANUAL container restart)
This is not the regular behaviour of any other container I have ever used. Thus the confusion. I think for such cases it could be useful to trigger a container minor version increase, which will trigger watchtower to pull (and restart) the container. This will prevent manual intervention to manage this server.

@itzg - Thanks for the more detailed response. I didn't realize that this container does not include the actual server, despite having the word "Server" in the title and 66 other times mentioned in the README. Sarcasm aside, while some external mechanism to watch bedrock releases probably doable, another option would be to simply what I described in response to jtmusson above.

@boredsysadmin - Indeed; it's for this reason that in my own implementation I have set an explicit server version number instead of LATEST and have configured renovate to track it as a dependency. This is on Kubernetes with flux and I'm afraid I'm not familiar with Watchtower, but maybe you can configure something comparable? Happy to share what I've learned if that would help (e.g. a source for the bedrockserver version number that (in my case) renovate can keep track of).
