Add a transform that time stretches and pitch shifts in one operation

This would come in handy. Although I am not sure if you are referring to

1. a wrapper that pipes TimeStretch and PitchShift
2. or a simulation of altering the playback speed of a tape or vinyl record

I think the later would be more interesting to have and it wouldn't depend on the complex algorithms used by TimeStretch and PitchShift.

1. I was actually envisioning a single transform that does both in one. Not one that pipes TimeStretch and PitchShift. Why? Because applying two transforms takes more compute, and results in more audio artifacts. Internally time stretching and pitch shifting are technically quite similar. If you can do one, you can also do the other by resampling. Thus, by adjusting the internal resampling, we could create a single transform that changes both tempo and pitch in various amounts.
2. Are you refering to dynamically altering the playback speed over time? Like a wow and flutter effect, which could be created by slightly varying tape/vinyl motor speed over time? Or are you refering to a fixed playback speed that is faster or slower than the original? If you are refering to the former, see issue Add a wow and flutter transform #57. If it's the latter, https://iver56.github.io/audiomentations/waveform_transforms/resample/ can be used to achieve that.

I was referring to a global change in playback speed (while also changing the pitch), e.g., 'Varispeed'/'Pitch Control' https://en.wikipedia.org/wiki/Pitch_control. I agree that a single transform with simple resampling is better.
