Otherwise it is impossible to track what rules have been added/ removed.

I have personal preference for changelog file (just to conform with the convention established by other ESLint plugins), but GitHub Releases is a move in a good direction.

The problem with the release log though is that it is detached from the repository. When there is a changelog as a file committed to the source control, I can checkout repository at particular commit and check the changelog as it appears at the time. The same logic applies for wanting to keep all the documentation in the repository itself, as opposed to github pages or other external documentation software/ service.
