Close old issues related to Jaeger V1 and chart versions under 4.x.y

Now that the charts are on 4.x.y and support ONLY Jaeger 2.x it would be beneficial to clean up a lot of the old issues that are no longer valid or perhaps label them as V1 and V2.

I would also add in the issue template a question about what chart version is being used.

I am not going to review all issues manually. Instead I fixed the stalebot config and it will be closing them if they don't have activity.
