Should update tabs on grading page to resize on window resize event

Not on master yet, but in the tabs-on-grading page branch. Part of the work to upgrade dependencies and get rid of ChartJS on the grading page as it was being used, it wasn't conveying useful information and was actively making navigation harder.

Probably need to put the window size into the redux store, with some debounce.
