BigQuery Export #33
Description
It's sometimes nice to be able to process the current state of proofreading via BigQuery (especially when sharing with Michal). We should add yet another output for bigquery exports. (It would be similar to the stuff in outputs/flat.py, but it would upload tables to BQ instead of feather files.
