neuprint snapshot timestamp should reflect latest edit of any kind #38
Description
Right now we just list the timestamp of the most recent edit to the segmentation, rather than including edits to annotations, etc.
For committed nodes, it could be the timestamp of the node commit, though that would not be exactly the same as looking at the last annotation/segmentation update.
