Enhance command line interface with device control and listing commands

- Added `list` command to display devices from `devices.json` in table or JSON format.
- Introduced `on`, `off`, `set`, and `get` commands for device control, allowing users to manipulate device states and settings.
- Updated argument parsing to support new commands and options, including device identification via ID or name.
- Improved error handling for device lookups and command execution.
- Updated documentation in README.md and RELEASE.md to reflect new features and usage instructions.
- Bumped version to 1.17.5.
