move cloudstack_userdata into a module

Hi Jason,

are you open to moving the cloudstack fact into a module? I would like to use it for something that I am working on, and it would be really handy if I could just git clone the module and expect it to work (almost like magic :) )

As much as I'd like to do that, I don't think I should. The code in the repo assumes that any node that is using DHCP is a cloudstack instance and will attempt to retrieve the user-data. I generally modify this base code for my deployments to use something like a file called /etc/sysconfig/cloudstackvm on my VM template that I can then check to see if it exists and grab the user-data only if it was present.

I guess what I'm saying is that while the code as written is functional, it may need to be adjusted on a per-deployment basis to suit the environment. That being said, I would like to see it included in a module...something like the cloudstack module that @ke4qqq has been putting together.
