Add/respect non-proxy hosts settings

One can pass a HTTP proxy but not non-proxy hosts. If HTTP is retrieved from settings.xml, sub element nonProxyHosts is ignored but must be respected.

A patch can be provided.

This relates to JAX_WS-1154.

This is actually crucial in a corporate environment.
