[CIAM-1823 / RHSSO-1862] Add "fetch-artifacts-pnc.yaml" file

generated by CPaaS pipeline to .gitignore

Since it references temporary PNC artifacts, that might possibly get
deleted, leading to build failures when performing subsequent release
builds using the old XPaaS build pipeline
