Start an operation and maintenance centre, refer to bytedance's coze-loop, langchain-ai's langsmith

The first consideration is that OxyGent itself focusses on the arrangement and scheduling of the model, and adding observability seems cumbersome and not concise.

The second consideration is that OxyGent engineering needs to be integrated with major middleware.

The third consideration is that ByteDance, langchain-ai has its own operation and maintenance centre corresponding to the large model development framework; it has rich experience to learn from.
