Error with MPEG2 codecs

Description of the bug

After upgrading to version 9.3.70 of Jellyfin for Xbox, I get an error where MPEG2 encoded video files have a random error during playback and begin transcoding to h264.

Reproduction steps

1. Open the Jellyfin for Xbox client and log in.

2. Attempt to play a MPEG2 encoded video file.

3. Check playback info and see that the video is transcoding and under "reason for transcoding" it says "there was an error starting direct playback"
