[ci.jenkins.io] Ensure `s390x` permanent agent has every required tools to build docker images

Summary

In order to optimise docker images builds, it would be nice to be able to build s390x images natively from the s390x permanent agent of ci.jenkins.io, to avoid qemu emulation overhead.

We may want to ensure this agent has all required tools used in docker images builds to achieve this goal.

Reproduction steps

While working on jenkinsci/docker#2154, I noticed that this agent is missing (at least) make cf jenkinsci/docker#2155 (comment)

I've installed the following tools on the machine which were missing:

• make, jq and yamllint (from native APT package)
• yq from https://github.com/mikefarah/yq/releases/tag/v4.50.1 (as per https://github.com/jenkins-infra/packer-images/blob/77305ccc69b2fa63577fd7ba2575881c3bf6ad0b/provisioning/ubuntu-provision.sh#L470)

Compose and buildx are installed as far as I can tell

Note: hadolint does not exist on s390x CPU

@lemeurherve you should be ready to go. If s390x native is not available or if you have any other issue, don't sweat it, let's keep it in a qemu emulation.

Indeed, building the s390x images is not the bottleneck, it wouldn't have been an issue keeping using qemu for that architecture, but then your changes were enough to get it working 🎉
