[JENKINS-75933] Logging Enhancements for Credentials Binding Plugin

For usages like ours where we have quite lengthy pipelines whic uses 100+ credentials x multiple products being built, we see that this particular log message appears quite a bit and occupies the console log adding not much value to the user.

This feature aims to enhance the plugin to control the behaviour to emit this particular type of logs.

  Still does not make much sense to me. 100+ credentials using 100+ distinct withCredentials steps, rather than just using one step with a list of multiple bindings? And surely the one-line message is dwarfed by output from actual build processes?
