Ubuntu 24.04.4 LTS

Reproduction steps

1. Open Manage Jenkins page on full desktop width, breadcrumb dropdown works fine
2. Open Developer Tool
3. Enable responsive mode or manually resize browser window to a smaller width
4. Click the Manage Jenkins dropdown in the breadcrumb
5. Dropdown does not open no response
6. No console errors

Expected Results

Breadcrumb dropdown should work at all viewport sizes.

Actual Results

Dropdown is completely unresponsive after resizing to a smaller viewport. No console errors thrown.

Anything else?

Tested across multiple viewport sizes via Developer Tool responsive mode. Full desktop width works as expected.
