[JENKINS-73004] Limit number of concurrently used agents in matrix section

I'd like to option of specifying the maximum number of cells being run in parallel.

The use case is if you have pipeline with a matrix directive with a large number of cells and want to prevent that pipeline from occupying all of the build agents.
