[JENKINS-64301] Track Global Shared Library usage

For administration and reporting purposes it would be great to track the usage of global shared libraries in jobs.  This will allow an administrator to know what features/functionality are used by various jobs on a Jenkins server.

#102 implements this and exposes the data through the UI and API.
