Docs: Document running Miri and fuzz locally (CONTRIBUTING.md)

Add a brief section to CONTRIBUTING.md explaining how to run Miri tests and the libFuzzer target locally (commands only, keep short). Acceptance: commands verified locally; CI unaffected; no new dependencies committed.
