[unbazel] Remove bazel from Axiom (#2568)

* Use file filters to remove .bazel files
* Take a look at script changes
* Take a look at new READMEs to make sure they make sense
* @LucilleH do node SDK changes make sense? (I'm not sure what we were using bazel for)

## How was it tested?

Will run full deployment

## Is this change backwards-compatible?
Should be.
