One Jfrog home for all tests

Improve tests in the Repository

• All tests that require to run the Analyzer Manager resource will now use the same JFrog home that the resource will be waiting for them there to improve running time and not use a clean home and download it over and over again
• Adding a new test environment variable JFROG_SECURITY_CLI_TESTS_JFROG_LOCAL_ANALYZER_MANAGER_DIR allows to control if in the new unified home the used analyzer manager dir path can be provided instead of downloading the version from releases.
