Scan failed (403) when i use no admin identity token for extension login

Describe the bug
When i use a Identity Token, i've got 403 error :

[ERR - 1:16:51 PM] Workspace 'workspace' scan task ended with error:
[ERR - 1:16:51 PM] AxiosError: Request failed with status code 403

Scan failed.

When i use the login/password, it's working.

To Reproduce
on Jfrog cloud

• create an internal user, with no roles
• related with a group developers : with only Manage Reports role.
• group is associated at permission : on any remote repositories, permissions : read, annotate, deploy/cache

if i use an identity token from an admin user, it's working !

Expected behavior
scan success !
