How do I make image links work?

Hello.
When I insert an image on my page (SVG file) and I put a link to it, it does not work when I hover the mouse over the image (the mouse pointer remains in the form of an arrow). On the other hand, with the geometric figures proposed, it works well.
How do I make image links work?
