Upgrade to use JHipster 8.3.0 #445

I'm doing a JHipster release for the first time and the instructions say:
Release JHipster Online (start.jhipster.tech)
(change the version in pom.xml and in package.json,
commit + tag + push directly to upstream/main to trigger CI release
The 2nd line makes me think I should just change pom.xml and package.json to use 8.3.0 instead of 8.2.1. However, it still uses 7.9.3. Because of this, it seems like JHipster Online should be upgraded.

JHipster Online updated to generate 8.3.0 apps.
