Added an alert confirming whether you want to delete your timetable

Fixed a bug that caused PersonalEvents to not be deleted in the backend

Added separate endpoints for the custom events features - this should increase performance dramatically when creating new events and deleting them
Fixed drag and drop stopping itself if you moved outside of the range of the timetable
Fixed drag and drop stopping itself if you moved upwards from the starting time
Fixed a bug that made it so that new users (who just logged in) couldn't create custom events
Fixed a bug that made it so that custom events weren't deleted properly in the database
Fixed a bug with custom events not properly displaying whether the timetable is up to date or not

Added a notifications app that now contains a NewsUpdate model for updating our students about our latest changes.
It shows up as a modal if it hasn't been seen (local storage), and the admin site is used in order to generate new updates.
Students may check out the news in the lower right section of the calendar "News"

Refactored semesterly.jsx to a .tsx file using Redux Toolkit
Refactored custom events actions from a global action to just an action in the customEventsSlice.
