Release Notes 0.23.4

The plan below is for the upcoming new year 2012 release scheduled for Friday, 1/6/2012. Last release was LR v0.23.3 on October 27.

Proposed process

1. Run smoke screen tests on alpha
2. Define the version number for the release based on the version of the spec the code best aligns with
3. Create a new tag for the release in github based on the assigned version number
4. Release to production
5. Send email describing release to all LR Google Groups

2. Fixed OPTIONS method bug
3. Jmeter Functional Tests (Service Description and Policy Data Model)
