[Feature request] Option to allow hook scripts to be executed for non-automatic conversions

### Idea

I'd like to be able to script a notification when any job completes, but it looks like the hooks are intended only for dealing with automatic conversions via the watch folder.

Would it be possible to expose an option to allow these (or an alternative set if it keeps things simpler) to run for manually queued jobs?
