Suggest allowing option core creation year in copyright

Allow an option to add both a creation year and modification year
e.g.

/**
  * Copyright (c) 2012,2017 Blah Corp. Inc.
  */

(In the Eclipse Copyright tool, this is done with the ${date} code, but it doesnt work with all versioning tools)
