`withArchived()` is not available for `Route::resource()`

The title, basically. This is a must for admin land. Having to define each endpoint manually just to include archived resources is such a pain, currently.

My current solution for this is to extend the ArchivableScope class and override the apply method to not always enforce the null check.

Essentially, this makes the feature opt-in instead of opt-out, which I think should be configurable via config files or, even better, through the same API as Model::unguard(), this way I can opt-in/out by individual models like this:

@rrmesquita How does laravel do it for withTrashed? Thinking we can just do the same for this? Could you send in a PR if you have time? 🙏

The challenge here is that withTrashed is handled internally in Laravel without anywhere to hook into to do something similar, like withArchived. See below:
