ci(windows): run tests directly and pass KIT only in CI

Replace retry action with a direct run so KIT env is reliably set on Windows CI.\nAvoid setting KIT locally (reverted AVA env change) to prevent unwanted local mutations.\nStabilizes flaky overlay-helpers test on Windows by ensuring KIT is defined.
