I don't understand "Novelty Implementations"

What problem is a "novelty implementation"?
Does this mean "I'm just playing, there's no problem" or does it mean "This problem is a new problem I've not come across before, but it isn't a "Fucking" problem, it's just a problem I've never seen"?
