File Name Handling not working

I am trying to configure so paperless creates at least a year folder inside the media folder. I added PAPERLESS_FILENAME_FORMAT={created_year}/{title} in the docker-compose.env and restarted the docker but when I upload new files it's not creating the year folder

looks like I had to re-build the container not just restart after I made the change in docker-compose.env.
