Convert libpg_query to git submodule and cleanup repository - Convert libpg_query from nested git repo to proper submodule - Remove development planning document and temporary test files - Reduce repository size from 431MB to 65MB (85% reduction) - Pin submodule to commit d00c096f31 (17-latest branch)
