What's the purpose of Scale Featurization?

I have a question about the Scale Featurization module, which you mentioned in the supplementary material (Sec. C).
Could you please explain its purpose in more detail? I don’t quite understand why this input is needed.

From my understanding, it seems to help when the weights across different levels vary significantly — is that correct?
