refactor: update scaffold-template to match current site structure

- Add docusaurus.config.ts.template and project.json.template for site generation
- Update tsconfig.json with composite configuration and references
- Rename custom.css to custom.scss to match current standards
- Add all required documentation pages with template placeholders
- Create elements and terms index pages with DocCardList components
- Add homepage, manage, and RDF page templates
- Create empty directories with .gitkeep files for proper structure
- Remove unnecessary navbar.ts file

The scaffold template now matches the current ISBD site structure and is ready
for use with the scaffolding scripts to generate new standards sites.
