Looking for Assistance in Building a Custom Joomla Component

I'm looking for a someone to create the initial iteration of a new joomla component.

Gist of the component is:

• I want to override the user management section entirely from the admin side; not much will change accept that addition of configurable 3rd party data (e.g. stripe account interaction of the user)
• I want to override the profile management functionality entirely from the user side; similar to the admin section, not much will change in this iteration except the ability to add 3rd party data based on hidden data stored against that user (e.g. their stripe account id). This front-end can be a reference version of an override plugin so that a admin could customize what is included in user profile management.
• I want to override some key joomla functionality too such as Access::getGroupsByUser to append to the roles available to a particular user from an oauth2 API (e.g. based on social account, personalization, segmentation, etc)

I can go into extensive details with the right development partner on this.
