Help pages need to be created for Weblinks

Steps to reproduce the issue

404 error J! 5.3.4 Weblinks-Links-Help #2136 was raised in the Joomla Websites repo.

Help pages need to be written to integrate help into the extension directly.

Expected result

Help loads from the extension.

Actual result

Per 404 error J! 5.3.4 Weblinks-Links-Help #2136
Help loads with a 404 error as the 5 and 6 versions of help pages for Weblinks do not exist.

Additional comments

I'm just the messenger... though keen to one day gain the knowledge to learn how to go about doing this. If you're taking it on, document the process (would be a good Magazine article for example, in addition to being a tutorial in manual.joomla.org and other places).
