Limited default user group capability when admin adds a New User

Problem description

Login as admin.
Go to Manage Users page.
Select a user group (e.g. Staff).
Click New button.
The user group has defaulted to Registered (or whatever selected in component options).
Click Cancel button.
The Manage Users page returns with the Staff usergroup still selected.

Solution

When clicking the New button the new user should default to the currently selected usergroup.

Changing the default user group in component options is not acceptable.
Want to continue to use that for when a user self-registers.
