New release needed

Hi I just started using your library
Please create a new release because 1.3.7 is broken unless you have phonenumbers package - but it is not a dependency.
Unfortunately i wasted quite a bit of time figuring out the error.
The fix has already been committed a few weeks ago but it needs a release
