Idea: Add support for CHAT_RESPONSE_MAX_TOOL_CALL_RETRIES

As per Open WebUI 0.6.26 introduced a new env variable. Recommend switching Valve default value to mirror the env var (if set).

🔧 Configurable Tool Call Retry Limit
Added "CHAT_RESPONSE_MAX_TOOL_CALL_RETRIES" environment variable to control the maximum number of sequential tool calls allowed before safety stopping a chat session. This replaces the previous hardcoded limit of 10, enabling administrators to configure higher limits for complex workflows requiring extensive tool interactions.
