Drop Python 2 support, simplify our python.cmake module

When discussing with @nim65s, we noted that since Python 2 is dead as a doornail, we could simplify our [python.cmake](https://github.com/jrl-umi3218/jrl-cmakemodules/blob/master/python.cmake) file to remove a bunch of references and if/then statements related to Python 2.
