Thinking about using V2 again

There are some experiments. Will use V2 transactions again. This will allow for more payouts to be served in a single transaction (with a much higher limit of 100,000 vB instead of current 10,000 vB per a V3 transaction. CPFP will be ruled out by too many ancestors and the real faucet payout (with RBF) happening just on the last leaf (25th) transaction.

The faucet is using V2 now. No TRUC or packages anymore. The helper functions will be cleaned up. Current commit is 2caab40
