Describe the bug

When clicking the first link ("Draft-07 to 2019-09"), the browser does not load the new page at the top. Instead, it immediately anchors to the footer, forcing the user to scroll up to see the actual content.

Steps To Reproduce

Go to the https://json-schema.org/specification/json-hyper-schema
Scroll down to the bottom of the page to the "Release Notes" section.
Click on the first link: "Draft-07 to 2019-09".
Observe that the new page loads at the footer (blue section) instead of the header.

Expected Behavior

The page should load at the Header (top of the page) so the user can see the title "2019-09 Release Notes".
