🐛 Bug: Table of Contents Links Open in Same Tab

Describe the bug

Clicking on links in the Table of Contents on the Specification Links page navigates the user away from the current page by opening the linked content in the same browser tab. This disrupts the reading experience, as users lose their place in the documentation.

Steps To Reproduce

1. Navigate to https://json-schema.org/specification-links
2. Click any link in the Table of Contents (e.g., "2020-12", "Draft 7", "Obsolete Draft 2020-12 Documents", etc.)

Expected Behavior

Table of Contents anchor links should scroll to the relevant section within the same page, or external links should open in a new tab — preserving the user's current context.

Actual Behavior:
Links open in the same tab, navigating away from the current page.
