support the ROS testing repo #76
Description
The ROS testing repo contains pre-releases of the bloomed packages: https://docs.ros.org/en/rolling/Installation/Testing.html. It would be useful, if the action would support using the testing repo instead of the standard repo, similar to how ros-tooling/setup-ros is supporting this.
